<p>This position performs complex supervisory, and administrative work in overseeing all operations in the areas of Planning &amp; Zoning, Building Inspection, Code Enforcement, Alcohol and Occupational Tax Licensing.</p>
<p><strong>Requirements</strong></p>
<ul>
<li>Oversees organizational support and liaison to Planning Commission, Downtown Development Authority, Main Street Program, Villa Rica Development Authority, Historic Preservation and Beautification committees.</li>
<li>Evaluates programs and services and formulates short and long term plans to meet needs in the Planning &amp; Zoning, including comprehensive and strategic planning, site plan review, review zoning case analysis and mapping/database operations.</li>
<li>Develops department annual budget request; monitors and authorizes expenditures within approved budgetary constraints.</li>
<li>Serves as governmental liaison for regional, county, state and federal boards and commissions;</li>
<li>Evaluates programs and services and formulates short and long term plans to meet needs including comprehensive and strategic planning, development review and inspection, code compliance and economic development;</li>
<li>Bachelor’s degree in Civil Engineering, Urban Planning or closely related field. A minimum of seven (7) years of progressively responsible and supervisory community development experience; or equivalent of combination of education and experience.</li>
<li>GIS experience desired.</li>
<li>Valid GA Driver’s License required.</li>

<li>Develops and implements strategies for zoning enforcement.</li>
<li>Supervises, directs, and evaluates assigned staff; handles employee concerns and problems; directs work; counsels and disciplines staff; completes employee performance appraisals; recruits, appoints, and trains staff.</li>
<li>Reviews and enforces land use regulations and the development thereof as defined by the zoning ordinance.</li>
<li>Reads and interprets zoning maps/ordinances; advises and instructs builders, contractors, architects, attorneys, engineers, the general public, and other government personnel regarding zoning requirements.</li>
<li>Answers inquiries from customers by letter, telephone, and in person; resolves citizens’ complaints and problems within the legal and policy guidelines of the department; handles more difficult customer complaints; compiles regular reports. </li>
<li>Provides information and direction for site development; serves as a liaison among developers, design staff, and various city departments.</li>
<li>Prepares and presents informational programs to public and private groups.</li>
<li>Works with other city departments and city personnel to organize and coordinate events, programs, and projects.</li>
<li>Develops code amendments including justifications for proposed modifications.</li>
<li>Investigates complaints from customers and implements corrective action as needed; maintains sound public relations with customers.</li>
<li>Assists in the development of the annual budget.</li>
<li>Provides information for map and text amendments; receives Zoning Board of Appeals requests and prepares notices and signs; attends Zoning Board of Appeals, Chatham County-Savannah Metropolitan Planning Commission, and City Council meetings.</li>
<li>Enforces the design standards and provisions for the preservation and protection of historic buildings; attends Historic District Board of Review meetings.</li>
<li>Performs other related duties as assigned. </li>
</ul>
<p><strong>Requirements</strong><br />Bachelor’s degree (Master&#8217;s degree preferred) in planning, business, public administration, management, law, or closely related field; with a minimum of three years experience in similar field, or any equivalent combination of education and experience. Must be certified as a Zoning Inspector or obtain certification within six (6) months of employment date. AICP Certification preferred. Must possess a valid driver&#8217;s license.</p>
<p>Must be able to demonstrate knowledge of the local zoning ordinance or proficiency learning the ordinance. Must be able to demonstrate knowledge of code enforcement procedures or proficiency in learning them.</p>
<p>A supervised drug screen, pre-employment physical, and verification of education, certification, and licenses will be required prior to employment.</p>

<p><strong>Requirements</strong><br />Masters Degree in an accredited Landscape Architecture, City and Regional Planning or Urban Design program with 2 – 5 years of related experience. Design experience should be focused in GIS, Land Planning and/or City and Regional Planning, and may include: developing planning studies, master plans, comprehensive plans, zoning regulations, analysis maps and site plans for utilization of land and physical facilities of cities, counties, and metropolitan areas. The ideal candidate will also have experience drafting reports, maps and graphics for land use, design and transportation projects according to established planning standards. </p>

<li>Proficiency in MS Office, Adobe Creative Suites, Internet Explorer, Geographical Information Systems (Arcinfo/ Arcview)</li>

<p>Preferred qualifications:<br />Experience in ARCGIS and familiar with software used to apply travel demand models desired.</p>
