SUMMARY:Gulch Tour / MMPT Presentation (CM | TBD)
DESCRIPTION:[caption id="attachment_3990" align="alignright" width="300" caption="Click for larger version."][/caption]All planners are invited to join the GPA Young Planners Group for a tour of the Gulch area in downtown Atlanta and a presentation on the multi-modal passenger terminal (MMPT). The proposed MMPT will serve as a hub for existing and future transit systems and will also serve as a catalyst for development in the area. The tour will take place on the evening of Thursday\, May 24th\, beginning at 5:30. The event speakers include:    John Skach\, Urban Collage  David Scott\, IntegralGude  Derrick Cameron\, Georgia DOT  Angie Laurie\, Central Atlanta Progress    The tour will begin at the southeast corner of the intersection of Central Avenue and Alabama Street at the lower pedestrian level. This is near Underground Atlanta\, the old Georgia Railroad Freight Depot\, and the Old World of Coke museum. We’ll end the tour at the Glenn Hotel and head upstairs to the SkyLounge to continue the discussion of the MMPT. The SkyLounge will give us a great aerial view of the Gulch\, as well as much of the rest of downtown. See the attached map for the start and end locations of the tour. The event schedule is as follows:  5:30 pm – Meet at the intersection of Central Avenue and Alabama Street near Underground Atlanta  5:35 pm – Start the Gulch Tour (John Skach and Dennis Madsen)  6:30 pm – End of the tour at the Glenn Hotel and gather in the SkyLounge  6:35 pm – Discussion and Q &amp; A on the MMPT planning process (Angie Laurie\, Derrick Cameron\, and Dennis Madsen)  7:30 pm – Networking  The tour location is easily accessible from the MARTA Five Points Station. A number of parking decks and lots are available nearby\, including a deck adjacent to the tour starting point at 90 Central Avenue. This event will take place rain or shine. In the event of inclement weather\, we’ll meet upstairs at the SkyLounge at the Glenn Hotel (110 Marietta Street Northwest\, Atlanta\, GA) for the entire event.   AICP CM credits are being pursued for this event.

SUMMARY:Georgia Coastal Hazards Portal Training Workshop (CM | 6.0)
DESCRIPTION:GCHP\, is a new web-based interactive tool created to provide a better understanding of coastal resources\, coastal hazards and the effects of rapid population growth and development. This online tool can be utilized in many ways; such as\, identifying vulnerability to coastal hazards and identifying connections between hazards and natural resources. GCHP was created through a partnership between the Skidaway Institute of Oceanography and the Savannah Area GIS (SAGIS) program with funding provided by the Georgia Coastal Zone Management Program.   The Sapelo Island National Estuarine Research Reserve (SINERR) Coastal Training Program and UGA Marine Extension Service (MAREX) will host this GCHP Training Workshop along with invited scientists\, Clark Alexander and CJ Jackson.  *The American Planning Association (APA) has approved the GCHP Training Workshop for 6 credits.   For those not able to attend the GCHP Training Workshop\, the GCHP Education Team from UGA MAREX (Angela Bliss and Dodie Sanders) will offer a limited number of two hour GCHP training sessions at your workplace. It involves creative thinking as well as the willingness and ability to interact openly and sensitively to the public's preferred forms of communication and participation. Public involvement is about reaching out to and involving the public in transportation decisionmaking. The public should have a role in every phase of decisionmaking\, including the design of the participation plan itself. Successful public involvement addresses the public's procedural\, psychological\, and substantive needs while gathering useful information. By focusing on interests--rather than positions--public involvement can become more meaningful as well as useful. Dowell Myers is a demographer and urban planner who creates narratives to promote public understanding about pressing issues that affect our common future. In his February 22 talk at the Atlanta Fed he will use the most recent demographic data to outline the new facts and debunk some of the old rhetoric that shaped policy debates on immigration. He will spotlight changes before and after the Great Recession\, illuminating how key immigration myths are now outdated. Fact-based trends are revealed using an animated presentation to reinterpret the benefits and costs of immigration in light of the aging baby boomer tsunami.   About Dowell Myers:Dowell Myers is a professor in the University of Southern California School of Policy\, Planning\, and Development and director of the Population Dynamics Research Group. Myers holds a Ph.D. in urban and regional planning from the Massachusetts Institute of Technology. Well-known as a specialist in demographic trends and their relation to all areas of policy and planning\, Myers has a particular expertise in projecting the future and conveying knowledge useful for public decision making. Myers has testified before the U.S. Congress at Ellis Island and before the California Legislature. His recent research has focused on immigration and housing\, including the Journal of the American Planning Association 2008 award article "Aging Baby Boomers and the Generational Housing Bubble\," and the 2007 book Immigrants and Boomers: Forging a New Social Contract for the Future of America.

Come one; come all to GPA’s Spring Conference 2012\, to be held at the Crowne Plaza Atlanta Perimeter at Ravinia in Dunwoody\, Georgia on March 21\, 2011.  It’s time for our annual spring gathering to learn from one another\, build on our professional talents and discuss the issues facing our communities both today and tomorrow. This year the spring event will be a one-day more intensive conference\, offering four classroom sessions\, a keynote speaker and two mobile workshops. This year’s conference will provide participants with an opportunity to learn about how the young City of Dunwoody is working to redevelop aging commercial centers and craft its identity as a new municipality with strong residential neighborhoods and the largest concentrations of office space in the United States.  The 2012 Spring Conference will mark GPA’s debut in the City of Dunwoody\, one of Georgia’s youngest cities. Primarily developed as a residential suburb in the 1960’s and catalyzed by the construction of Perimeter Mall in the 1970’s\, Dunwoody traces its roots back to after the Civil War. Dunwoody was incorporated in 2008 after a citizen led effort and today utilizes the third-party operated form of government for many services\, including planning and zoning. The City has continued to grow and prosper as many well known shopping and mixed used developments have opened\, along with many of the Atlanta metro area’s top restaurants.  Doug Hooker the new Executive Director of the Atlanta Regional Commission will be our luncheon keynote speaker. SUMMARY:Cents & Sensibility: Atlanta's Transportation Vision
DESCRIPTION:In 2012\, the 10-county Atlanta region (Cherokee\, Clayton\, Cobb\, DeKalb\, Douglas\, Fayette\, Fulton\, Gwinnett\, Henry and Rockdale) will vote on whether to pass a 1% sales tax. The revenue generated by this tax will be used to fund a list of transportation projects\, ranging from transit\, roads\, safety\, pedestrian and bike improvements\, and technology updates.  CENTS &amp; SENSIBILITY: Atlanta's Transportation Vision is a panel discussion on the impact that next year's 1-cent sales tax transportation referendum will have on the region's economy\, environment and equity. This is a free symposium that Georgia Tech’s Student Planning Association (SPA) offers annually in celebration of the American Planning Association's World Town Planning Day. There are no shortages of forecasts for how housing markets and urban development might change over the next decades as a result of the foreclosure crisis\, financial regulatory reform\, the restructuring of Fannie Mae and Freddie Mac\, and other seismic shifts in financial markets and public policy. For many\, the volume and pace of change in recent years in this arena have been overwhelming. What do we know - or think we know -- about the future of housing markets\, housing finance\, and homeownership? What about prospects for rental housing? What will various changes in housing finance and public policy mean for our urban and suburban futures? Will the new financial structures and associated policy thrusts align with an agenda of sustainable urban development and planning or work against it? What about goals of social equity and efforts to provide decent housing for lower-income households? What policy choices lay ahead that will be pivotal in answering some of these questions?  Dan Immergluck conducts research on housing and real estate markets\, mortgage finance and foreclosures\, community reinvestment and fair lending\, neighborhood change\, and related public policy. He teaches courses in real estate finance\, housing policy and research methods. Dr. Immergluck has authored three books\, more than 30 articles in scholarly journals and scores of applied research and policy reports. He manages applied research projects at local and national levels. He has testified before Congress and state and local legislative bodies. His work has been cited in a wide variety of government and policy reports. Professor Immergluck has been frequently quoted and cited in the media\, including in the New York Times\, the Wall Street Journal\, the Washington Post\, Time Magazine\, USA Today and a wide variety of regional and local newspapers. His most recent book\, Foreclosed: High-Risk Lending\, Deregulation\, and the Undermining of America's Mortgage Market\, was reissued in paperback in 2011 by Cornell University Press.

SUMMARY:Designing and Operating Streets and Roads
DESCRIPTION:The Georgia Department of Public Health’s Office of Injury Prevention\, the Governor’s Office of Highway Safety\, and the Federal Highway Administration (FHWA) are pleased to offer the third annual workshop on Designing and Operating Streets and Roads to Accommodate Older Drivers and Pedestrians.  The target audiences for this workshop are Georgia’s roadway designers\, traffic engineers\, and highway safety specialists. The workshop will be held at Atlanta’s Loudermilk Center from 8a.m.-4p.m. on Friday\, September 9th\, 2011. (Registration and continental breakfast will begin at 7:45a.m.\, and vouchers for the parking deck will be provided to all attendees.) This training is being offered in accordance with recommendations from the Governor’s Strategic Highway Safety Plan\, which has designated older driver safety as one of its key emphasis areas. Aging impacts a variety of skills and abilities necessary for safe driving. Many highway design and traffic control elements can be improved to better meet the aging population’s needs. Furthermore\, all road users can benefit from safety improvements that are designed with older drivers in mind.  Designing and Operating Streets and Roads to Accommodate Older Drivers and Pedestrians will familiarize participants with the physical\, perceptual\, and cognitive impairments that can impact the ability to safely navigate a vehicle\, and illustrate key strategies for improving safety and mobility for older roadway users. The workshop will highlight the relationship between the FHWA Highway Design Handbook for Older Drivers and Pedestrians and existing standards and guidelines in the areas of highway geometry\, operations\, and traffic control devices.  This workshop was designed for safety professionals who plan\, design\, review\, recommend\, and/or approve the use of enhanced design and traffic operational criteria for transportation projects. The workshop will be conducted by Gene Amparano and Mark Doctor\, safety engineers of the FHWA Office of Technical Services. To offer a forum for discussion of these critical issues the first Tri-state Watershed Symposium was held in 2003 as part of the South Carolina Environmental Conference in Myrtle Beach\, SC.  The event has grown in size and scope. It is now known as Confluence the Interstate Water Issues Conference\, and for the past several years has rotated between North Carolina\, South Carolina\, and Georgia.  The primary goals of this conference are to foster communication and resource sharing among the three states and discuss emerging issues and key regulatory programs. Invited guests have included representatives from state and federal regulatory agencies\, utilities\, academia and industry. Past conferences have focused on water rights\, water regulations\, sustainable planning\, and climate change.  This year's conference is in Greenville\, SC from September 21 - 23. If some of you are still a little unsure about the benefits of membership within a Planner's Network Chapter\, below is a copy of the excellent e-mail that Moki Macias sent last month.  "Why a Planner's Network chapter for Atlanta?  A group of graduate students in the Georgia Tech School of City Planning have been engaged in social justice planning issuesfor the last several years -- but we realize that to become a powerful voice for progressive planning in Atlanta we must join together with a much broader network of residents\, practitioners\, and advocates who are engaged in this work\, as well as connect to others who are pushing forward these critical conversations across the country.  We know that Atlanta\, as many of you have in fact taught us\, has a long history of struggle--with both major injustices and hard-fought victories--around issues of equitable development\, affordable housing\, quality public services and infrastructure\, and public participation in the decisions that shape our neighborhoods\, public spaces\, and city as a whole. There are many informal and formal networks that have carried this work forward. The Planner's Network is another opportunity to knit together a wide range of people -- neighborhood leaders\, Grady nurses\, city planners\, MARTA riders\, students\, housing advocates -- that can share information\, collaborate on activities\, and frame issues through a progressive planning lens.  There are numerous issues right now that could benefit from the energies of such a network\, such as the proposed new Falcons Stadium\, which is going forward with remarkably little transparency or public engagement (particularly shocking after the experiences of Peoplestown and Lightening residents with the last two stadiums that were built in Atlanta!). DESCRIPTION:This webinar will parse the fundamental components of real estate finance so that participants will better understand the financial pro formas that real estate developers present to planners and economic developers when seeking public approvals for projects.  Three finance exercises involving realistic real estate developments will then be conducted.  The first will demonstrate a simple project involving equity and debt but that does not involve public participation.  The second will be a project that requires a public-private partnership and the consequent effects on the finances of both parties. He has been involved in all stages of urban design practice from urban design visions\, neighborhood participation\, zoning and subdivision processes and building design.   Doug Allen is professor and associate dean of the College of Architecture at Georgia Tech where he teaches the most popular course in the college\, The History of Urban Form. DESCRIPTION:The College of Architecture presents George Hargreaves in the 2011 Douglas C. Allen Lecture. AIA credit will be available.  George Hargreaves is the Design Director of Hargreaves Associates\, a professional consulting firm comprised of landscape architects and planners with offices in San Francisco\, California\, Cambridge\, Massachusetts\, New York City\, and London. Under his design direction\, Hargreaves Associates has received 34 national awards from the American Society of Landscape Architects (ASLA)\, six from the American Institute of Architects (AIA)\, five from the Waterfront Center\, and three from Progressive Architecture. His work\, and the work of Hargreaves Associates\, have been and continue to be published and exhibited nationally and internationally. Mr. Hargreaves was an artist in residence at the American Academy of Rome in 2009. He taught at the Graduate School of Design at Harvard University for 20 years\, tenured there for 12 years\, and served as the chairman of the Department of Landscape Architecture from1996 to 2003. He is the co-editor and author of “Large Parks\,” a book that explores large urban parks in depth as complex cultural spaces\, where key issues of landscape discourse\, ecological challenges\, social history\, urban relations\, and place-making.  The annual Douglas C. Allen lecture was established in 2009 with an endowed fund by alumni\, faculty\, and friends in appreciation for Allen’s long-time dedication to the College of Architecture as a teacher\, colleague and leader. At the same time\, the factories providing those jobs were polluting the air and water\, requiring long working hours and employing children among other issues. All of these ingredients contributed to a poor health environment. Enter city planning.  Planning’s emphasis on public health has gone up and down over the last century. Today\, we are seeing a renewed interest as the cause and effect of well planned development decisions on improved public health are being reinforced by good research. SUMMARY:YPG: Historic Fourth Ward Park Tour/Beltline Update
DESCRIPTION:All GPA planners are invited to our next GPA/YPG event on Wednesday\, March 30th at the Historic Fourth Ward Park in Atlanta.  The Historic Fourth Ward Park is a 35-acre greenspace located at 680 Dallas Street\, roughly between North Avenue and Freedom Parkway\, near City Hall East and the Masquerade. It is the first new park built as a part of the Atlanta BeltLine.  This event is a little more interactive than our previous events since we’ll be on site at the park and able to see the results of recent planning efforts in Atlanta.  The Agenda:    6:00 – Meet on the north end of the park above the fountain.  6:15 – Kevin Burke begins our guided tour of the park.  Upon completion\, Ryan Gravel will give us an update on the BeltLine.  After the speakers have concluded\, we’ll head over to Bookhouse Pub (about 2 blocks away on Ponce) to grab a drink with our fellow planners.     We are pursuing AICP CM credits for this event and have two very knowledgeable speakers lined up:    Kevin Burke\, senior landscape architect at Atlanta Beltline Inc.\, will be taking us on a tour of the park and explaining its unique features. Kevin has more than 29 years of professional experience on a range of institutional\, roadway\, college and university\, and park projects.  Prior to joining ABI\, Kevin worked for a number of years on the “Big Dig” in Boston.  Ryan Gravel\, whose joint master’s thesis in Architecture and City Planning from Georgia Tech in 1999 was the original vision for the Atlanta BeltLine\, will be giving us an update on BeltLine planning as well as implementation.  Eight years of his subsequent work as a volunteer and later in the nonprofit and government sectors was critical to the BeltLine’s success\, which is now a $2+ billion public-private initiative in the early stages of implementation.  Now practicing Urban Design at Perkins+Will\, Ryan is Design Manager for the firm’s BeltLine Corridor Design contract\, which will determine the character and design details for the trail\, transit guideway\, stations\, access points\, public spaces\, public art\, streetscapes\, lighting\, plants and materials. SUMMARY:Georgia Water Planning Workshop (CM | 5.0)
DESCRIPTION:The Georgia Water Planning Workshop is a first collaboration between the Georgia Association of Water Professionals and the Georgia Chapter of the American Planning Association.  The Workshop will cover a range of topics and is divided into two parts. The fist part of the Workshop includes an historical overview of water in Georgia\, specifically focused on how water has facilitated growth and development throughout the State over time. A summary overview of the how water\, wastewater\, and stormwater infrastructure is built\, operated and maintained will then be presented for purposes of putting into context\, the issues and variables that affect water/wastewater/stormwater managers.  The first part will be wrapped up with a presentation of the water situation facing Georgia today\, with specific attention on recent legislation and how water supply/quality could impact future growth and development.  The second part of the Workshop includes a group of speakers (some Planners and some water/wastewater/stormwater managers) who will outline their experiences of how Planners and water/wastewater/stormwater managers work together to make growth and development decisions.  A panel of speakers will then answer questions and present their views on better ways for Planners and water/wastewater/stormwater managers to work together to grow and develop our living spaces more sustainably.  Session I:  Georgia’s Water History (Presented by Jack Dozier)Session I will provide a brief review of water in Georgia\, specifically focused on how water has facilitated growth and development throughout the State over time.  This presentation will include a discussion of the evolution of environmental legislation\, what inspired that legislation\, and how it in turn changed our approach to growth.  The presentation will highlight the need for environmental protection and economic growth to go hand-in-hand\, and not one at the expense of the other\, to enable us to enjoy a quality of life unparalleled at any time in history.  Session II: Water\, Wastewater and Stormwater System Infrastructure (Presented by Pam Burnett and Ellen Heath)Session II will provide an overview of how water\, wastewater and stormwater infrastructure is built\, operated\, and maintained. Included in this session will be a presentation of the issues that water managers face including multi-jurisdictional watershed management\, reduced water availability\, higher energy costs\, reduced revenues due to water conservation\, more stringent water treatment regulations\, and customer affordability/rate structures.  Session III: The Water Situation Today (Presented by Katie Kirkpatrick and David Ashley)Session III will focus on the water situation facing Georgia today\, with specific emphasis on water supply\, water quality\, and how water availability could impact future growth and development throughout the State.   Included in this presentation is a discussion on the allocation of water among three competing states (Georgia\, Alabama and Florida); the Judge Magnuson decision on the use of water from Lake Lanier; and the Statewide Water Plan\, and what it means for Planners.  Session IV: Working with Planners (Janeane Giarrusso\, Donna Joe\, Garnett Brown\, Mike Hopkins)During Session IV\, representatives from different water managers will present their experiences of how they work with Planning and Development Departments both on a daily and long term planning basis.  Examples of “what works” and “what doesn’t work” when collaborating among land use planners and infrastructure providers will be presented. Examples of multi-departmental coordination and collaboration will be presented as a model for sustainable water infrastructure development.  Session V: Collaboration Opportunities for a More Sustainable Future (Panel of Speakers from previous Sessions)A panel of speakers from the previous Sessions will answer questions from the audience and present their views on opportunities for Planners and water managers to work better together. Some uestions that will be raised to facilitate discussion include:    How frequently should Planners and water managers interact? The Institute offers historic preservation commission training twice annually in different host locations throughout the state in partnership with the Georgia Department of Natural Resources Historic Preservation Division\, the Georgia Alliance for Preservation Commissions\, and the UGA Center for Community Design and Preservation.    This specialized training explains how to administer local preservation ordinances more effectively.
