She served as the county’s planning manager and principal planner since 2005. She has been responsible for Cherokee County’s Impact Fee Program as the Impact Fee Administrator since 2011. Prior to that\, Mrs. Stallings was deeply involved in annual impact fee reporting CIE preparation and updates to the program. \nPaul Frickey is a partner with the law firm of Jarrard & Davis\, LLP\, where he focuses his practice on the representation of government entities in land use and zoning matters. Since 1998\, Mr. Frickey has represented jurisdictions across the state\, and he speaks regularly at continuing legal education seminars on numerous land use topics.
