This five-year policy document describes the State’s plan to address affordable housing, homelessness, special needs housing, and community development needs using five of the US Department of Housing and Urban Development’s formula-based programs – Community Development Block Grant (CDBG), HOME Investment Partnership (HOME), National Housing Trust Fund (NHTF), Emergency Solutions Grant (ESG), and Housing Opportunities for Persons with HIV/AIDS (HOPWA).
