The Chief Building Official ensures that all construction projects comply with local, state, and federal building codes and regulations. This includes reviewing plans, issuing permits, and conducting inspections.

  • Manages, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.
  • Organizes, prioritizes, and assigns work: develops and monitors work schedules to ensure adequate coverage and control; prioritizes and schedules work activities in order to meet objectives; ensures that subordinates have the proper resources needed to complete the assigned work; monitors status of work in progress and inspects completed work; consults with assigned staff to assist with complex/problem situations and provide technical expertise; and provides progress and activity reports to department management and Consolidated administrators and elected officials as requested.
  • Develops, implements, and updates policies and procedures for area of assignment: formulates and develops work methods and practices, policies, standard operating procedures, and training programs; monitors implementation of rules and regulations; and updates policies and procedures according to local, state or federal legislation as required.
  • Develops and implements budget for area of assignment: forecasts expenditures and revenues, including staffing, equipment, and supplies; monitors expenditures to ensure compliance with approved budget; reviews and approves purchase requisitions; and maintains related documentation.
  • Interprets, administers and enforces the provisions of applicable local, state and federal building codes and development codes: researches code-related issues as needed; develops and implements new programs to better ensure the safety and welfare of the public and environment; researches and composes new ordinances related to building and environmental concerns; and establishes fees and penalties.
  • Provides information and technical assistance concerning codes and ordinances, code interpretation, code requirements, construction plan review, building permits, building inspections, code violations/compliance, or related issues to Consolidated Government staff members and departments, the public, builders, developers or others as needed: researches problems and initiates resolution of problems/complaints; and serves as liaison to related boards and committees.
  • Ensures compliance with all applicable codes, laws, rules, regulations, standards, policies and procedures: ensures adherence to established safety procedures; utilizes precautionary safety equipment and monitors work environment to ensure safety of employees and other individuals; and initiates any actions necessary to correct deviations or violations.
  • Maintains a comprehensive, current knowledge and awareness of applicable laws/regulations: maintains an awareness of new trends and advances in the profession; reads professional literature; maintains professional affiliations; and attends workshops and training sessions as appropriate.

Job Requirements

  • Associate’s Degree in Construction Management, Civil Engineering or a related skilled trades area required.
  • Seven (7) years of progressively responsible experience enforcing building codes and ordinances, to include lead or supervisory experience.
  • Possess four ICC Certifications including: Building Plans Examiners, Commercial Building Inspector, and Fire Inspector.
  • Must possess (or obtain within 30 days of hire) and maintain a valid Georgia or South Carolina driver’s license.
  • Must possess and maintain the following certifications through the International Code Council: Master Code Professional, Building Official, and Building Inspector. May be required to obtain other certifications and licensures as deemed necessary.
