Description
The Community Improvement Administrator plays a vital role in ensuring the continuous improvement and awareness of the community, where the position serves as a key resource for property owners, tenants, business owners, residents, and visitors on all matters related to ordinance compliance and community issues. The Community Improvement Administrator ultimately undertakes varying levels of inspections and investigations, strategy and policy development, education and engagement, and public awareness campaigns for compliance and enforcement of City regulations and quality-of-life issues and technical support and assistance for the Department’s general growth management and community development efforts throughout the City.

Job Requirements

  • Provides excellent customer service, responding to complaints and inquiries, explaining regulations, and guiding individuals through the code compliance process.
    Inspects and investigates complaints for violations of City ordinances, regulations, codes, and standards to verify or dismiss complaints.
  • Issues and verifies compliance with citations and violation notices with City codes, ordinances, regulations, and standards, and prosecutes cases
  • Utilizes GIS technology to create and maintain City maps and records, analyze property information, and assist with code compliance issues.
  • Prepares and maintains a variety of records and reports related to complaints, violations, court cases, and general code compliance and quality-of-life issues.
  • Collaborates with other city departments and staff to resolve code compliance and quality-of-life issues.

    OTHER DUTIES

  • Develops strategies, policies, and programs related to code enforcement, education and awareness, and quality-of-life issues.
  • Oversees, administers, implements, maintains, and supports projects, programs, processes, and procedures related to the City’s growth management and community development roles.
  • Performs other related duties as assigned.

    KNOWLEDGE/ SKILLS/ ABILITIES REQUIRED

  • Knowledge of City codes, ordinances, regulations, and standards.
  • Knowledge of Department policies, procedures, and processes.
  • Understanding of Code Enforcement principles and practices related to zoning, subdivision, floodplain, site development, building construction, property maintenance, and nuisance codes.
  • Understanding of GA State Minimum Codes for Construction, and other state rules and regulations related to development, construction, and nuisance abatement for properties.
  • Proficiency in GIS technology to assist property owners, residents, business owners, and others with complaints and community issues.
  • Proficiency in general computer operations, office-related software programs, and specialized community development software, such as GIS, permit review or records intake software, etc.
  • Proficiency in conducting inspections and investigations related to verifying complaints for possible violations, issue notices and citations for confirmed violations, and track statuses of cases.
  • Proficiency in public speaking and presentation of information in an effective and concise manner related to the prosecution of code compliance cases when necessary.
  • Proficiency in creating and implementing community education, engagement, and awareness campaigns related to code enforcement issues and quality-of-life issues.
  • Administrative and clerical skills to manage, prepare, and maintain requests, complaints, records, reports, data, correspondence, and case files effectively.
  • Communication and interpersonal skills to effectively interact with the public, colleagues, and other stakeholders, including the ability to clearly explain complex regulations, processes, and procedures, and undertake effective conflict resolution.
  • Problem-solving and analytical skills to scrutinize problems, identify solutions, and make informed decisions based upon presented information and existing regulations, requirements, and policies, including reviewing complaints for compliance, resolving violations and quality-of-life issues, and interpreting codes and ordinances.

Salary Range
$24.58/ hour to $27.15/ hour (based on qualifications and experience)
