Description
Take a leading role in planning activities for CCG’s Community Reinvestment Department. This will primarily involve the management, coordination, and development of Housing Elements and HUD Consolidated Plans, and will also include strategic plans, policy development, site feasibility studies, and program monitoring.

  • Prepares Plans required from HUD (Con Plan, Action Plan, CAPER)
  • Compiles Environmental Reviews (ER’s) for CDBG and HOME Projects
  • Compiles statistics on city socioeconomic and demographic data
  • Develops strategies consistent with community goals
  • Provides advice and guidance concerning the interpretation of policies, rules, and regulatory provisions
  • Conducts field evaluations and assessments
  • Prepares public notices and Requests for Release of Funds for HUD
  • Assists with administration of Enterprise, Opportunity, and Neighborhood Revitalization Strategy Area (NRSA) development zones
  • Prepares and presents detailed reports on development proposals
  • Writes and presents forms and technical reports, working papers, and correspondence
  • Represents the City at public and neighborhood meetings
  • Acts as liaison between groups, agencies, developers, etc. in developing plans
  • Reviews and updates the Citizen Participation Plan and multi-year Consolidated Plan
  • Assists in resolving citizen and customer issues
  • Constructs maps through geospatial analysis/GIS software and manages data.
  • Performs other related duties as assigned

Knowledge, Skills and Abilities

  • Knowledge of HUD reporting processes
  • Knowledge of community development principles and pertaining technical writings such as the Consolidated Planning process, Annual Action Plan process, and Consolidated Annual Performance Evaluation Reporting (CAPER) process
  • Knowledge of Economic development tools
  • Knowledge of state and local laws/regulations surrounding enterprise zones, opportunity zones, and Neighborhood Revitalization Strategy Areas
  • Knowledge of the specific local effects of each of these redevelopment tools
  • Knowledge of community/economic development best practices
  • Knowledge of government structure
  • Knowledge of industry jargon
  • Knowledge of compiling and building statistical data from census data
  • Knowledge of HUD & EPA regulations and requirements and HUD Training for compiling ERRs
  • Skill in interpreting HUD regulations
  • Skill in reading and completing technical documents
  • Expert Skill level in Microsoft Office Applications
  • Skill in interpersonal relations
  • Skill in oral and written communication

Job Requirements

  • Bachelor’s Degree in Urban Planning, Public Administration, and Public Policy is required.
  • Experience sufficient to thoroughly understand the work of subordinate positions and to be able to answer questions and resolve problems, usually associated with three (3) years of experience or service.
  • The work is typically performed while sitting at a desk or table. The employee must occasionally lift light objects and distinguish between shades of color. The work is typically performed in an office, library, or computer room.

Retirement Plan
The Columbus Consolidated Government offers a defined benefit retirement plan to eligible employees who work in General Government and in Public Safety. Employees in the pension plan must meet both age and years of service requirements to qualify for retirement. The current vesting period is ten years, and the current pension contribution rate is 8% of your gross salary.
