The Atlanta Regional Commission (ARC) is the regional planning and intergovernmental coordination agency that focuses on issues critical to the region’s success, including growth and development, transportation, water resources, services for older adults and workforce solutions. This is done through professional planning initiatives, the provision of objective information and the involvement of the community in collaborative partnerships.

The Principal Planner in the Transportation Planning Department serves as the administrator of the region’s Transportation Improvement Program (TIP). This role is responsible for monitoring the progress of projects with the aim of improving the region’s project implementation rate, increasing transparency in reporting project status, and enhancing data management procedures.

Coordination with Georgia Department of Transportation (GDOT), Georgia Regional Transportation Authority (GRTA), Atlanta-Region Transit Link Authority (ATL Authority) and local governments will be required as well as knowledge of US DOT federal-aid fund programs (formula and discretionary). Additionally, the Principal Planner will serve as a jurisdiction liaison to broaden their exposure to the day-to-day challenges local governments experience when administering a federal-aid project.

Atlanta Regional Commission functions as the Atlanta region’s federally designated Metropolitan Planning Organization (MPO).

  • Manages and processes TIP administrative modifications and amendments through coordination with planning partners and local governments;
  • Manages regional federal-aid formula fund programs;
  • Develops and maintains TIP quarterly performance reports monitoring delivery rates and financial tracking;
  • Manages ARC’s new project database system;
  • Leads and manages the bi-annual TIP Solicitation process;
  • Conducts bi-annual TIP Training sessions;
  • Serves as a jurisdiction liaison to an assigned jurisdiction to offer support and guidance on the transportation planning process.

Job Requirements

  • Master’s degree in urban or regional planning, economics, architecture, landscape architecture or related field and;
  • Three years of professional planning experience.
    OR
  • An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation.

PREFFERED QUALIFICATIONS:

  • Master’s degree in transportation planning, urban or regional planning, civil engineering, public policy or administration, or related field;
  • Five (5) to eight (8) years of experience in planning;
  • AICP and/or PTP certification desired.

Required Knowledge, Skills, Abilities and Competencies:

  • Knowledge of the federal transportation planning process and federal regulations;
  • Familiarity with federal-aid formula and discretionary grant programs administered by the Federal Highway Administration (FHWA) and Federal Transit Administration (FTA);
  • Familiarity with GDOT’s Plan Development Process (PDP);
  • Ability to independently think through assignments comprehensively and creatively;
  • Ability to manage multiple tasks simultaneously and with minimal supervision;
  • Ability to communicate complex ideas clearly and precisely through a combination of verbal, written, and graphic means;
  • Skills in problem solving and conflict resolution;
  • Possesses strong interpersonal, analytical, and organizational skills;
  • Ability to present to a variety of audiences, from small groups of internal technical staff to large groups of external public and private stakeholders;
  • Proficient in Microsoft Office Suite and ESRI software.

Salary Range
$69,460.00 – $118,083.00
