Description
The Planning Director serves as the department head, overseeing administrative and technical aspects of county land use and development activities. This role entails comprehensive planning, permitting, code enforcement, and Geographic Information Systems (GIS) management. The Planning Director collaborates closely with the Planning Commission and provides recommendations on matters requiring their and/or the Board of Commission’s action. This position operates with considerable autonomy, exercising independent judgment and initiative while reporting to the Assistant County Manager.

  • Serves as Planning Director and the Building Official for Lumpkin County Government. This role is the Department Head for Planning, Code Enforcement, and GIS.
  • Reviews applications, site development plans, and building plans for compliance with County’s Ordinances.
  • Meets with residents, contractors, architects, engineers, developers, and property owners concerning interpretation and application of codes during planning and construction.
  • Manages the County’s interdepartmental Plan Review Committee process, which includes site plans, plats, and land use inquiries for subdivision and commercial development.
  • Supervises department staff, including selecting or recommending selection, establishing staffing standards, organizing training, assigning and evaluating work, coaching and counseling, discipline up to and including termination, and preparing periodic employee performance evaluations.
  • Supervises and assists with the issuance of building permits and coordinates inspections with the County.
  • Supervises the issuance procedures for Land Use Permits and Business Licenses.
  • Acts as liaison to the County’s Planning Commission. Oversees and manages the public hearings processes applications presented to the Planning Commission and/or Board of Commissioners.
  • Make recommendations on requests for special land use permits, subdivision of property, site plan approvals and character area map amendment requests to the Planning Commission and/or Board of Commissioners.
  • Analyzes and makes recommendations on policies and regulations related to land use and land development code, based on changing community needs requests to the Planning Commission and/or Board of Commissioners.
  • Supervises and coordinates comprehensive plan implementation and amendments process, including intergovernmental coordination with state and local agencies.
  • Prepares annual department operating and capital budget.
  • Performs other duties as assigned.

Job Requirements

  • Requires a Bachelor’s degree from an accredited college or university or equivalent
  • Five (5) years of related experience, or an equivalent combination of education and experience.
  • Possession of or ability to readily obtain a valid driver’s license issued by the State of Georgia for the types of vehicles or equipment operated.
  • Possession of or ability to obtain an AICP Certification, Georgia Soil and Water Conservation Commission Level 1B “Certified Inspector”, and Level II “Certified Plan Reviewer”.

Salary Range
Salary range: $61,476 -$101,436
