The Atlanta Regional Transportation Demand Management (TDM) Program is managed by ARC’s Mobility Services Department, which delivers Georgia Commute Options (GCO)* to the 20-county region. GCO is a program aimed at helping the region’s employers, property managers, and community organizations develop commute options programs that enable and encourage use of non-SOV travel modes, as well as incentivizing behavior change in the region’s commuters to carpool, vanpool, transit, bike, walk, and/or telework. The Program/Project Analyst, Senior will be working on the innovation and partnerships team supporting GCO and TDM projects related to e-mobility, sustainable and resilient transportation options, and research and reporting. In addition to assisting innovative programs and projects, the Senior Program/Project Analyst will be responsible for the successful implementation of the Atlanta E-Bike Rebate Program, a partnership between ARC, the City of Atlanta, and Propel ATL to offer an equity focused e-bike rebate program designed to provide affordable transportation options for City of Atlanta residents, particularly moderate and low-income individuals.

The daily responsibilities will include documenting and implementing program guidelines, vendor management and oversight, rebate application processing, verification, and distribution, and coordinating with community partners. The role will also engage with participants and respond to program requests. This role will work with ARC staff, program partners at the City of Atlanta, vendors, Propel ATL, and various other partner organizations.

  • Establish program outcomes in coordination with supervisor and colleagues;
  • Create and manage dashboards to track and monitor e-bike rebate program against participation goals;
  • Manage and coordinate vendors;
  • Distribute surveys to evaluate and measure program impact;
  • Create presentations, dashboards and reports on program deliverables;
  • Compile, organize and track applicant data and information; review and verify applications for accuracy and completion; prepare and distribute standard reports, notices, requests, documents and/or correspondence; monitor completion, authorization and timely return of applicable documents and forms;
  • Identify opportunities to increase levels of participation through process improvements, create program summaries, and make recommendations for future enhancements;
  • Research and report on current trends in e-mobility and sustainability transportation;
  • Communicate with industry professionals to develop collaborations for future projects, programming and partnerships;
  • Perform other duties as assigned to support Agency goals and objectives.

REQUIRED KNOWLEDGE, SKILLS, ABILITIES AND COMPETENCIES

  • Knowledge of public sector or private sector program delivery;
  • Knowledge of rebate, financial assistance, community assistance, community outreach or financial aid programs;
  • Knowledge of the Request for Proposal process;
  • Skill in community engagement, researching and analyzing data;
  • Possess strong oral and written communication skills to support both internal and external customers;
  • Ability to proactively plan, prioritize, and organize work to ensure results are achieved;
  • Ability to work independently or collaboratively with a team;
  • Possess high-level time management skills to meet critical deadlines;
  • Possess strong organization skills and dynamic social skills with close attention to detail;
  • Self-starter with excellent interpersonal skills;
  • Proficient with Microsoft Office Suite (Outlook, Word, Excel, and Power Point).
  • Proficient with file-sharing services such as SharePoint, Google Docs or Dropbox.

Job Requirements

  • Bachelor’s degree in business or public administration, public policy or a related field
  • Two (2) years of related experience which may include internship experience.

    OR

  • An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation.

PREFERRED QUALIFICATONS

  • Master’s degree in business, marketing, planning, public health, public administration/policy or a related field
    Previous years of experience managing projects/contractors/consultants and recording-keeping, preferably managing rebate or financial assistance programs

Salary & Benefits
ANNUAL SALARY RANGE: $57,058 – $96,997.00 (no SS deductions except for Medicare portion, approx. 1.45% of salary)
