The Atlanta Regional Commission (ARC) is the regional planning and intergovernmental coordination agency that focuses on issues critical to the region’s success, including growth and development, transportation, water resources, services for older adults and workforce solutions. ARC is dedicated to unifying the region’s collective resources to prepare the metropolitan area for a prosperous future. This is done through professional planning initiatives, the provision of objective information and the involvement of the community in collaborative partnerships.

The Senior Planner will serve as a team member within the Transportation Planning Department focused on working with and assisting local governments on the delivery of federal-aid projects. This is accomplished in close coordination with staff from the Georgia Department of Transportation (GDOT). Support will also be provided to the Transportation Improvement Plan (TIP) Administrator on project delivery tracking and reporting. Additionally, this position will require ongoing coordination with assigned local governments on previous or current transportation plans with the intent of identifying potential future federal funding application submittals to address critical transportation needs. The Senior Planner will also serve in the role as administrative project manager for ARC funded studies such as the Regional Transportation Study Program (RTSP) and the Comprehensive Transportation Plan (CTP) Program. This position will also have the opportunity to have a role in the day-to-day development of the Metropolitan Transportation Plan (MTP) and the TIP Project Solicitation process.

Some meetings outside of the normal hours of business operations. This can at times include evening and weekend meetings.

  • Provides regional planning coordination and technical assistance to member jurisdictions by developing strategies, educating stakeholders, identifying and recommending funding options, and serving as a liaison to local jurisdictions;
  • In coordination with planning partners and local government staff, monitors the delivery status of federal-aid transportation projects;
  • Serves as a study project manager overseeing consultant work product, contracts and invoice payments;
  • Performs duties as assigned to support the development of the MTP and TIP Project Solicitation process;
  • Utilizes excel and other data visualization tools outside of ARC’s new project database platform to support TIP Administrator with production of quarterly project delivery reports;
  • Perform other duties as assigned to support agency goals and objectives.

Job Requirements

  • Bachelor’s degree in urban or regional planning, civil engineering, public administration, economics, architecture, landscape architecture, or related field;
  • Two years of professional urban planning experience or
  • An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation.

Required Knowledge, Skills, Abilities and Competencies:

  • Familiarity with the GDOT Plan Development Process (PDP) and Locally Administered Project (LAP) process;
  • Ability to work in a team environment;
  • Skill in developing new and innovative analytical processes;
  • Gathering data, analyzing findings, and applying logic and reason;
  • Ability to multi-task and meet assigned deadlines;
  • Ability to think creatively to solve complex issues;
  • Possess strong verbal and written communication skills;
  • Possess strong interpersonal, analytical, and organization skills;
  • Must be proficient in the Microsoft Office software suite (Word, Excel, Powerpoint, and MS Project);
  • Must be comfortable presenting to a variety of audiences, from small groups of internal technical staff to larger groups of external public and private stakeholders.

Salary Range
$64,668 – 109,933.00
