Description
Under the direction of the Deputy Division Director, the Long-Range Planner will join a team responsible for designing and implementing community-based planning processes, with the goal of identifying neighborhood needs, developing goals and strategies, and creating implementation plans. This position serves as the liaison and champion for neighborhood revitalization. The position administers a broad range of planning and community development functions, which will result in improved quality of life for Gwinnett’s residents.

  • Analyzes census, land use, housing, and real estate data as a basis for community planning, and prepares maps, charts, and other graphics to make informed planning decisions.
  • Participates in the preparation and development of small area plans, topical studies, grant applications and other planning efforts to support the implementation of the 2045 Unified Plan.
  • Identifies planning needs in various neighborhoods and develops short-term and long-term strategies to enhance quality of life in the neighborhoods.
  • Manages the Gwinnett Community Planning and Neighborhood Support Program and related Place-Making Grant.
  • Prepares, administers, and implements local, regional, state, and federal grant programs including the Livable Centers Initiative, the Community Development Block Grant program, and the mTAP program.
  • Facilitates community engagement activities, such as community meetings, workshops, pop-up events, and charrettes to gather community input and promote transparency in the planning process. Tasks include but are not limited to developing agendas, managing logistics, and creating meeting materials.
  • Serves as a liaison between the County and neighborhood associations and community organizations, identifies potential community leaders and maintains a contact database for the County.
  • Collaborates with community stakeholders, including civic associations, business groups, neighborhood groups, community members, and other relevant organizations to present information on planning initiatives, gather input and ensure efficient implementation of various planning strategies and policies.
  • Develops a working knowledge of various County departments that provide services to the community, and communicates updates on County plans, projects, initiatives, and services to the community.
  • Collaborates with relevant County departments to ensure the integration of planning initiatives with other governmental functions, such as transportation and infrastructure development.

Job Requirements
The grade for this position is C43(1). Salary will be dependent on education and experience.

Effective 4/11/2023, this position is eligible for the Employee Referral Program.

  • Bachelor’s Degree in Urban Planning, Urban Design/Architecture, Public Administration, Business Administration or fields related to Community and Economic Development AND
  • Four years of in community-based planning and neighborhood development or related experience.
  • An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above will also be considered.
  • Understanding of community issues related to land use, transportation, parks, trails, economic development, and affordable housing.
  • Demonstrated knowledge of comprehensive planning, small area planning, and planning principles, practices, and trends.

Preferred Qualifications in addition to the above minimum qualifications

  • Master’s degree in urban planning, Urban Planning, Urban Design/Architecture, Public Administration, Business Administration or fields related to Community and Economic Development AND
  • Five years of full-time experience in community-based planning and neighborhood development or a related field.
  • Strong written and verbal communications and project management skills.
  • Experience in building consensus and developing independent programs and policies in a fast-paced environment.
  • AICP Certification or desire to acquire within 12 months.
