Description
The purpose of this job classification is to review development applications for compliance with county codes and ordinances and to perform advanced professional planning and zoning duties.

The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.

  • Provides direction, guidance, training, and assistance to employees; coordinates daily work activities; organizes, prioritizes, and assigns work; monitors status of work, inspects completed work, and troubleshoots problem situations.
  • Interprets and applies applicable state, county, and local codes, ordinances, regulations, standards, specifications, policies and procedures pertaining to planning, zoning, land development, and land use; initiates any actions necessary to correct deviations or violations.
  • Provides information and technical assistance to citizens, property owners, land developers, contractors, architects, development review team, staff members, the media or other individuals/agencies regarding planning/zoning issues, codes/ordinances, building permits, plan reviews, procedures, forms, or other issues; responds to routine questions or complaints; researches problems and initiates problem resolution; meets with customers as requested.
  • Assists citizens, property owners, developers and consultants in the preparation and filing of minor plat applications, preliminary and final plat applications, site plan applications, building permit applications, construction plans, telecommunication facilities applications, conditional/special use permit applications, variance requests, village preservation applications, other Board of Appeals applications or other development applications.
  • Conducts review of minor plat applications, preliminary and final plat applications, site plan applications, building permit applications, construction plans, telecommunication facilities applications, conditional/special use permit applications, variance requests, village preservation applications, other Board of Appeals applications, or other development applications.
  • Negotiates changes to minor plat applications, preliminary and final plat applications, site plan applications, building permit applications, construction plans, telecommunication facilities applications, conditional/special use permit applications, variance requests, village preservation applications, other Board of Appeals applications, or other development applications.
  • Assists in the ongoing maintenance and periodic updating of the Glynn County comprehensive plan, zoning ordinance and other Glynn County plans, ordinances, policies and regulations as necessary.
  • Provides staff support to the Brunswick Area Transportation Study (BATS) and its committees, assisting in maintaining a continuing, cooperative, and comprehensive transportation planning process that results in plans and programs that consider all transportation modes for Glynn County. This may include assisting in the preparation, maintenance and updating of the Metropolitan Transportation Plan, Transportation Improvement Program, Unified Planning Work Program, Public Participation Plan and other BATS plans and policies as necessary.
  • Serves as a member, or alternate member, of the Brunswick Area Transportation Study Technical Coordination Committee or Policy Committee as necessary.
  • Prepares and distributes correspondence pertaining to reviews; distributes plans for review as appropriate; directs staff development review meetings to discuss plan reviews; prepares staff reports with recommendations for presentation to boards/commissions.
  • Makes presentations and recommendations before the development review team, Mainland and Islands Planning Commissions, Board of Commissioners, Board of Appeals, Brunswick Area Transportation Study and other advisory boards and agencies and represents Glynn County in court as needed.
  • Updates and maintains planning, zoning, land development, and land use data in support of Glynn County’s GIS database.
  • Communicates with supervisor, employees, other departments, development review team, Planning Commissions, Board of Commissioners, Board of Appeals and Brunswick Area Transportation Study as needed to coordinate work activities, review status of work, exchange information, or resolve problems.
  • Maintains a comprehensive, current knowledge of applicable planning, zoning, land development, and land use regulations; maintains an awareness of new products, materials, methods, trends and advances in the profession; reads professional literature. Attends professional development conferences, seminars, workshops, training sessions and courses, whether in person or online, in order to maintain the highest standards of professionalism and current knowledge in the field.
  • Represents the county at local, regional, state and federal committees, working groups and other community group meetings to respond to identified concerns and relay information to county officials and staff.
  • Assists in the preparation of bids, request for proposals and requests for qualifications for Glynn County and Brunswick Area Transportation Study projects and contract opportunism. Duties may include serving as a member of a bid review committee.
  • Contributes to the efficiency and effectiveness of the Planning & Zoning Division’s service to its customers by offering suggestions and directing or participating as an active member of a team.
  • Represents Glynn County with dignity, integrity, and a spirit of cooperation in all relationships with staff and the public.

ADDITIONAL FUNCTIONS

  • Operates a computer to enter, retrieve, review or modify data; verifies accuracy of entered data and makes corrections; utilizes word processing, spreadsheet, database, geographical information system (GIS), mapping, drafting, or other computer programs.
  • Attends meetings, serves on committees, and makes presentations as needed.
  • Conducts field visits as appropriate; operates a motor vehicle to conduct site visits.
  • Maintains files/records of work activities and documentation.
  • Researches various records and resources as needed.
  • Receives various forms, reports, correspondence or other documentation and reviews, processes, forwards or retains these documents as appropriate.
  • Prepares or completes various forms, reports, correspondence, staff reports, technical study reports, agendas, agenda items, customer contact forms, maps, or other documents.
  • Performs general/clerical tasks, which may include answering telephone calls, entering data into computer, making copies, sending/receiving faxes, or filing documentation.
  • Provides assistance to other employees or departments as needed.
  • Performs other related duties as required.

Job Requirements

  • Bachelor’s degree in planning, or a related field;
  • Supplemented by four (4) years of professional planning experience.
  • Master’s degree preferred.
  • Certification with the American Institute of Certified Planners (AICP) preferred.

Salary Range
$61,276.80 (plus additional 10% based on experience and education)
