Description
The Community Development Director provides management of the Community Development Department including: Zoning, Planning, Building Inspection, Contracted Engineering. This position guides the development and implementation of the City’s Master Plan, budgets and accounts for departmental expenditures, and works with the general public and staff in planning and implementing economic development projects.

  • Supervises and evaluates all departmental staff, handling all employee concerns, directing work assignments, counseling and disciplining employees when necessary, and completing employee performance appraisals.
  • Interprets ordinances and answers questions from staff.
  • Establishes and administers departmental policies and procedures and annual goals for the department.
  • Designates, supervises, and assists the division supervisors in reviewing performance appraisals and recommending disciplinary actions.
  • Prepares the departmental budget and monitors expenditures under the current budget.
  • Represents the Planning and Zoning Department before the Planning Commission, Mayor, City Council, and various other commissions, committees, and groups concerned with planning processes and issues.
  • Signs and reviews purchase requests, payroll, and all written documents leaving the office.
  • Creates, prepares, or requisitions graphic and narrative reports on land use data, including land area maps overlaid with geographic variables such as population density.
  • Serves as liaison between the department and the public, elected officials, and other City of Tybee Island departments regarding planning and zoning.
  • Receives and processes all zoning and lot ordinance complaints by performing on-site inspections, identifying the property owner by parcel number, and notifying the owner by certified mail if the property is in violation of a zoning or lot ordinance.
  • Issues citations and provides pictorial and other evidence to be used in court cases against property owners who do not comply by correcting zoning/lot violations within the stipulated time period.
  • Assists the City code enforcement officers as needed coordinating issuance of citations and monitoring for compliance with City ordinances and permits.
  • Answers the public’s questions regarding planning.
  • Writes reports and studies and types memos and reports when necessary.
  • Makes zoning presentations, reviews site plans, and reads and interprets maps.
  • Serves as liaison between the City of Tybee Island and the Georgia Department of Transportation on project-specific issues.
  • Prepares applications for, and monitors administration of, federal and state grants.
  • Prepares grant reimbursement requests and provides financial planning assistance related to grant administration.
  • Prepares technical reports, studies, plans, surveys, inventories, performance audits, and analysis.
  • Prepares and makes presentations to elected officials and the general public.
  • Attends and reports upon meetings with the Georgia Department of Transportation, various City of Tybee Island committees, and other public agencies or community groups.
  • Manages, develops, promotes, coordinates, and implements community-based economic development projects and activities.
  • Prepares correspondence, reports, forms, flowcharts, graphs, spreadsheets, project schedules, and other documentation.
  • Reviews, processes, responds, forwards, and maintains various documentation as appropriate.
  • Responds to requests for information from government officials, City of Tybee Island employees, the general public, and other individuals.
  • Prepares ADA Plan updates as required.
  • Develops and maintains various databases of information needed to support ongoing or project-specific analysis.
  • Prepares zoning verification correspondence and answers public inquiries regarding zoning and subdivision issues as assigned.
  • Administers the City of Tybee Island’s zoning ordinance and other development-related regulations and conducts research on various issues related to zoning or development regulations as assigned.
  • Provides instruction and direction to the general public and department visitors and receives, responds to, or forwards departmental, governmental, or public correspondence by phone, mail, message, etc.
  • Reviews and processes Manufactured Home Permits, Home Occupation Permits, and Building Permits as assigned.
  • Attends various training workshops, conferences, and committee and public meetings which may require meeting at night or overnight travel and records minutes of meetings as assigned.
  • Acts as the Floodplain Manager and reviews all plans for flood regulation and zoning code adherence.
  • Assists with Planning Transportation.
  • Assists with Planning Department/Historical Preservation.
  • Performs other related duties as assigned.

Development Review

  • Reviews site plans and prepares comments for the Development Review Process.
  • Explains zoning, sign, historic preservation, and development regulation requirements for developments and land use to applicants, government officials, and the general public.
  • Provides information to planning staff, other City of Tybee Island departments, elected and appointed officials, applicants, and the general public regarding plan review, site conditions, zoning applications, and other applicable planning information.
  • Reviews and prepares reports on variances, subdivisions, appeals of interpretation of design review, and planned development concepts for the development review process.
  • Assists in the preparation of zoning text amendments for review by the Planning Commission and Mayor and Commission.
  • Monitors the submittal of Plan Review comments from other reviewing departments.
  • Maintains database of applicant and application information.
  • Administers the Community Tree Ordinance as it relates to development.
  • Reviews tree canopy cover plans for compliance with tree regulations for the weekly site plans and preliminary plat review process.
  • Develops and conducts educational programs for and provides written materials to Tybee staff, developers, builders, contractors, and other members of the development community both in the office and in the field to promote compliance with tree regulations.
  • Performs design and analytical work on urban developments in neighborhoods and redevelopment sites/areas.
  • Performs technical research and investigation needed for the preparation of plans, reports, and programs.
  • Prepares and administers grants for various urban design projects or undertaken by the City of Tybee Island.
  • Prepares design related studies and reports at the request of the City Manager, assists with the preparation of the annual budget, assists with special projects within the Planning Department, and may serve as a technical resource for other departments of the City of Tybee Island.

Long Range Planning

  • Processes Type I and Type II applications (rezoning’s, special use permits, planned developments, conservation subdivisions, text amendments), prepares reports on Type I and Type II applications, and presents Staff Report and recommendation to the Planning Commission.
  • Assists in the preparation and maintenance of the Comprehensive Plan and in yearly updates of population estimates and employment data at the City -wide, census tract, and block group levels.
  • Prepares special area studies and presents recommendations regarding the communities land use, economic base, housing stock, basic infrastructure, and public utilities.
  • Reviews and processes environmental area permits and works with developers and property owners to interpret, apply, and enforce the Environmental Areas Ordinance.
  • Prepares special reports on topics such as the spatial location of new development and the amount of acreage of vacant land undergoing urbanization (by land use), and Parks and Open Space planning and redistricting.
  • Responds to requests for information on demographic data including census information and acts as the Department’s primary liaison with the Census Bureau.
  • Prepares and presents presentations to the public, the Mayor and Council, Planning Commission, and other organizations and groups, effectively communicating in potentially unstable environments/situations.

Rural/Urban Planning

  • Reviews site plans and prepares comments for the Development Review Process when applicable.
  • Explains zoning, sign, historic preservation, and development regulation requirements for developments and land use to applicants, government officials, and the general public.
  • Reviews and prepares reports on variances, certificates of appropriateness, land development plans, and planned development concepts.
  • Develops and conducts educational programs for and provide written materials to City of Tybee Island staff, developers, builders, contractors, and other members of the development community both in the office and in the field to promote appropriate urban design.
  • Performs design and analytical work on urban developments in neighborhoods and redevelopment sites/areas.
  • Performs technical research and investigation needed for the preparation of plans, reports, and programs.
  • Prepares special reports on topics such as the spatial location of new development and the amount of acreage of vacant land undergoing urbanization (by land use), and parks and open space planning and redistricting.

Floodplain management

  • Review all plans for compliance with City and FEMA flood rules
  • Coordinate Community Rating Service requirements and submit yearly reports
  • Assist residents with questions regarding the floodplain and flood safety.
  • Conduct damage assessment after major storm events.

Park and Beach Planning

  • Assists in the execution of park and beach planning and design functions within the Department, including park master plans, park site design plans, landscape plans, park standards development and implementation, and related functions.
  • Assembles cost estimates, documents, presentations, mapping, graphics, sketches, and construction documents, as directed.
  • Performs Geographic Information Systems (GIS) analysis and mapping duties as assigned and maintains department GIS database.
  • Assists with field inspections of projects for conformance to approved plans.
  • Guides the development of various park and beach planning documents for the department including park master plans, site plans, construction documents, and design standards.
  • Serves as department liaison for community groups, government agencies, and design consultants.
  • Manages public input processes for planning and design projects and maintains department design, sign, amenity, and architectural standards.
  • Generates RFPs and RFQs for park and beach planning projects, construction packages, and other development documents as needed.
  • Develops work plans, sets project priority, tracks ongoing projects, and sets short- and long-term goals for the for park planning.

Zoning and Subdivision

  • Performs comprehensive review of all civil and construction drawings submitted for buildings permits, prepares a written recommendation for each submittal outlining any areas of non-compliance or general concern, conducts meetings with developers/appropriate representatives to review recommendations and discuss development projects, provides written approval of zoning compliance for all development plans prior to the issuance of building and land disturbance permits, performs on-site inspections of development projects for zoning compliance, and maintains plan review files and records.
  • Coordinates the monthly Planning Commission meeting, presents staff recommendations at the monthly public meetings, and answers any questions asked by Planning Commission.
  • Sets the monthly agenda, assigns requests to appropriate staff members for review, prepares staff recommendations, and prepares minutes.
  • Reviews and prepares zoning recommendations in conjunction with the general public, various planners, and other City of Tybee Island employees, prepares reports and minutes for presentation to the Planning Commission, and delivers public presentations at monthly Planning Commission meetings.
  • Administers the City of Tybee Island’s zoning ordinance and subdivision regulations, assists in drafting amendments to the zoning ordinance, and conducts research on various issues related to zoning.
  • Coordinates the review of subdivision plans and administration of subdivision regulations with developers, engineers, planning staff, other City of Tybee Island employees and the general public and prepares reports for presentation to the Planning Commission and Subdivision Review Committee meetings.
  • Explains zoning, sign, and historic preservation requirements for permitting, compliance, development, and land use to applicants, the general public, and elected and appointed government officials.
  • Reviews site plans for multi-family and non-residential developments for compliance with the zoning ordinance and other related ordinances and regulations.
  • Prepares zoning verification correspondence and answers public inquiries regarding zoning and subdivision issues.
  • Performs inspections of new construction and altered sites for compliance with zoning, sign, and historic preservation ordinance requirements.
  • Assists public in filing sign permits, reviews sign permit applications, and enforces on and off-site sign ordinances.
  • Answers general zoning and planning questions for walk-in traffic and telephone calls from the general public regarding planning, zoning, sign, or historic preservation issues.
  • Assists in the preparation of zoning text amendments for review by the Planning Commission and Mayor and City Council.
  • Review and approve Manufactured Home Permits, Home Occupation Permits, and Address Assignments.
  • Assists in preparing plan review comments and meets with applicants regarding plan review items.
  • Assists in the review of requests and applications to the Historic Preservation Commission for construction.

Job Requirements

  • Requires a Bachelor’s Degree in Urban/Regional Planning, Engineering, Architecture, Landscape Architecture, History, Public Administration, Historic Preservation, or a related field
  • Four (4) years of planning experience, or equivalent combination of education and experience.
  • Two (2) years of experience with a Metropolitan Planning Organization (MPO) is preferred;
  • Master’s degree is preferred.
  • Possession of or ability to readily obtain a valid driver’s license issued by the State of Georgia.
  • Certification as a Floodplain Manager.
