Description
Manages transportation and other development and improvement projects ensuring they align with city goals, engineering standards, and regulatory requirements. Serves as lead staff member for delivery of capital projects through design and land acquisition phases coordinating with consultants, contractors, and internal departments to maintain project timelines and budgets. Applies creative thinking and problem-solving to develop context-sensitive and cost-effective approaches to engineering and development challenges. Collaborates with stakeholders, including residents, developers, and government agencies, to balance project objectives with community needs. Utilizes a proactive, adaptable approach to managing multiple projects, mitigating risks, and delivering high-quality public infrastructure that enhances mobility, safety, and sustainability within the city.

Essential Duties and Responsibilities

The functions listed below are those that represent the majority of the time spent working in this position. Management may assign additional functions related to the type of work of the position as necessary.

  • Provides transportation public and private development review.
  • Conducts technical reviews of development plans, site plans, and traffic impact studies to ensure compliance with all applicable standards.
  • Coordinates with developers, engineers, and internal staff to address traffic flow, pedestrian access, and roadway design requirements.
  • Works closely with Community Development and Public Works staff to streamline development processes and ensure alignment with city objectives.
    Manages TSPLOST program.
  • Coordinates with consultants, contractors, and government agencies to advance transportation projects from concept through completion.
  • Tracks project schedules, financial expenditures, and reporting requirements to maintain compliance with funding regulations.
    Manages transportation planning and traffic engineering.
  • Develops transportation planning initiatives to enhance mobility, safety, and connectivity within the city.
  • Conducts traffic studies, analyzes data, and recommends improvement measures.
  • Works with regional and state agencies to coordinate improvements and funding opportunities.
    Manages capital improvement projects, including design, right-of-way acquisition, and construction administration (management and execution).
  • Ensures projects are completed on time, within budget, and in compliance with engineering standards and regulatory requirements.
  • Identifies innovative and cost-effective solutions to engineering and construction challenges, incorporating creative problem-solving and context-sensitive design approaches.
  • Provides technical guidance and support to city leadership, contractors, and the public on infrastructure improvements.

Additional Functions

  • Provides emergency operations support as necessary.
  • Performs other related duties as required.

Job Requirements

    • Education and/or Work Experience Requirements
      • Bachelor’s Degree in Civil or Construction Engineering; and five (5) years of related experience. An equivalent combination of training and experience that provides the required knowledge, skills, and abilities may be considered.
    • Additional Requirements:
      • Georgia Professional Engineer License is required or must be obtained within 12 months of employment.
      • Requires a valid State of Georgia Driver’s License with an acceptable driving history.
      • Leadership: Has guidelines for work but determines the approach.
      • Complexity: Performs work that encompasses advanced technical, scientific, legal, or mathematical concepts. The work directly contributes to the implementation of specific policies, programs, or initiatives of the organization.
      • Decision Making: Makes decisions that govern the activities as well as others. The decisions impact how the unit provides services and support to internal and external customers.
    • Competencies/Knowledge, Skills, and Abilities:
      • Knowledge of basic engineering principles and standard construction practices, materials, methods, infrastructure systems, and codes.
      • Knowledge and understanding of principles related to engineering design, plan review and specifications.
      • Knowledge of current federal, state and local regulations related to infrastructure and working knowledge of related legislation.
      • Knowledge of applicable laws, ordinances, policies, standards and regulations pertaining to infrastructure and development.
      • Skills in interpersonal relationships with the ability to establish and maintain cooperative and effective working relationships with city staff, consultants, contractors, developers, and the general public.
      • Skill in the use of computer software including Microsoft Word, Excel, and Outlook with understanding of Geographical Information Systems (GIS).
      • Ability to use Adobe, Bluebeam, and/or AutoCAD for designs, site plans, plan reviews and markups.
      • Ability to read construction plans.
      • Ability to compare and/or judge the readily observable functional, technical, structural, compositional or identifiable characteristics (whether similar to or divergent from obvious standards) of data, people, or things.
      • Ability to communicate with people to convey or exchange professional information.
      • Ability to read a variety of professional, technical and administrative documentation, directions, instructions, methods and procedures.
      • Ability to produce reports with proper format, punctuation, spelling and grammar, using all parts of speech.
      • Ability to communicate with and before others using correct English.
      • Ability to learn and understand subject matter principles and techniques; to make independent judgments in absence of supervision within the scope of respective job duties and tasks; to acquire and be able to expound on knowledge of topics related to primary occupation.
      • Ability to utilize mathematical formulas; add and subtract; multiply and divide totals; determine percentages; determine time and weight; and interpret same as may be appropriate.
      • Ability to inspect items for proper length, width, and shape.
      • Ability to interact with people (staff, supervisors, general public and elected officials) beyond giving the receiving instructions.
      • Ability to be adaptable to performing under minimal stress when confronted with an emergency.

    Salary Range
    $87,116.99-$130,675.49
