Description
Under broad supervision, provides advanced level professional support in transportation planning activities including multimodal short- and long-range transportation plans and geographic planning analyses. May also serve as a lead worker.

Job Requirements

  • Develops and implements planning strategies to improve freight mobility, freight infrastructure, and related operations throughout Georgia as part of one integrated, multimodal system regardless of funding or ownership (i.e., public, private, or mixed public-private) within the state.
  • Assists in clarifying planned multimodal short-, medium- and long-term freight mobility improvements including highways; air; marine; and rail and involving multiple public agencies and private businesses.
  • Assists in facilitating public/private, state/local and state/federal freight transportation investment decisions in planning freight mobility.
  • Establishes stakeholder relationships with GDOT staff that effectively facilitate discussions on planning freight infrastructure and policies from an intra-office and inter-office perspective.
  • Communicate, inform and collect ongoing input from other public sector freight planning stakeholders, and/or participate in freight mobility planning stakeholder outreach performed by other entities, and incorporate those perspectives into GDOT’s freight planning activities. Examples include the U.S. Department of Transportation and Georgia MPOs.
  • Identifies how freight-related programs in the Office of Planning, Intermodal, and Traffic Operations (truck-related initiatives) align with the state strategic planning objectives and work program.
  • Assists in implementing and communicating the planning strategies laid out in the State Freight & Logistics Plan and the Statewide Transportation Plan/State Strategic Transportation Plan.
  • Seeks out opportunities to promote synergies and connections of local or regional (i.e., city, county, Metropolitan Planning Organizations (MPO’s), Regional Commissions and Chambers of Commerce/Development Authorities) planning initiatives with the GDOT statewide freight planning and policy process.
  • Assists oversight of freight planning program management, economic analysis, communication/coordination, budget/finance, and training within the Office of Planning.
  • Establishes relationships and serves as an active planning resource and advocate for freight issues in coordination with other governmental organizations and the private sector.
  • Leads identification and development of educational planning resources (such as presentations, white papers, fact sheets, website content) on freight issues and the importance of freight for the public and private sectors as well as the general public and state’s economy.
  • Serves as liaison for freight-related research planning and/or planning studies conducted by other public and private entities, including those done in GDOT outside the Office of Planning.

Position Specific Job Responsibilities:
Position will work in the Office of Planning in the Freight & Policy section, reporting to the Strategic Branch Chief. Responsible for identification, analysis and monitoring of multimodal (road, rail, air, port and pipeline) freight planning and policy trends and needs, including coordination within the Office of Planning as well as across the Department and external stakeholders for freight-related issues. Supports integration of freight mobility considerations into GDOT business practices and promotes synergies with other state transportation and economic development policy and plan initiatives. Assists with program management related to freight-focused transportation improvements and lump sum category. Work requires contact and coordination with public and private sector stakeholders including numerous levels of government and research institutions.

NOTE: This position requires statewide travel with occasional overnight stay.

Salary Range
$66,550.00
