Description
Under the supervision of the Development Services Managing Director, the individual will coordinate all Enterprise Level Geographic Information System (GIS) activities in the County. Individual will oversee all aspects of the GIS/Mapping Department including the management of the Department’s annual budget and staff. Individual will administer, review and improve the daily operations of the County’s Enterprise GIS. Individual will work closely with County management to integrate GIS technologies to increase workflow or public service efficiencies and/or effectiveness. Provide complex research/data analysis, programming, and general management of the County’s Enterprise GIS and other related databases.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
Duties include are not limited to:
- Oversee the accuracy and integrity of the land records management system and associated databases.
- Supervise the maintenance of all County GIS base data layers (Data Stewardship).
- Prepare and defend the Department’s annual budget.
- Administer RFPs, Bids, Contracts and potential Grants related to GIS with other governmental bodies or with private companies.
- Provide technical leadership and coordination to a team of GIS technical or related staff.
- Manage GIS staff relating to current GIS projects or analysis.
- Supervise the development of GIS applications design & roll-out within the County.
- Coordinate & supervise the training of County personnel in GIS or related skills.
- Individual will identify, analyze, develop & supervise various GIS projects that will benefit a County process or workflow (at both Department & County levels).
- Supervises the quality control & quality assurance of all GIS data layers.
- Review, evaluate and implement department services as the relate to legal mandates set by state and local laws.
- Develop and maintain a disaster recovery program for GIS related data & operations.
- Maintain technical knowledge, skills and abilities for state-of-the-art cadastral mapping through professional education.

MINIMUM EDUCATION and/or EXPERIENCE:
- High School graduate or general education degree (GED).
- Bachelor’s Degree in Geography, Geographic Information Science, Computer Science, IT, Environmental Science, or similar or relevant experience/qualifying certification.
- 7+ years post-graduate experience in technology/visualization software, or relevant experience/qualifying certification.
- A valid driver’s license and clean driving record is required for this position.
KNOWLEDGE, SKILLS, AND ABILITIES:
- Proven experience with Server management (hardware, OS, and database software).
- Proven experience with GIS software products specifically: ArcGIS Desktop (ArcGIS Pro, ArcMap, ArcCatalog) ArcGIS Server, ArcGIS Online, ArcGIS Enterprise, and extensions.
- Proven experience in SQL Server administration, spatial data analysis & reporting skills.
- Experience in emergency management using GIS and Global Positioning System (GPS)
- Knowledge of the principles, practices & techniques for land/property valuation.
- Proven experience with Microsoft Office applications (Word, Excel, and Powerpoint)
- Demonstrating progressive and analytical problem-solving skills.
- Strong verbal and written communication skills required for working with county staff and others.
- Ability to multi-task and proactively organize and prioritize assignments.

Salary Range
$85,680.14 annually ($41.19 hourly)
