Description
Under broad supervision, provides advanced level professional support in transportation planning activities including multimodal short- and long-range transportation plans and geographic planning analyses. May also serve as a lead worker.

Primary Duties & Responsibilities:
Under limited supervision, performs job duties at the advanced working level in the planning and analysis of transportation systems. Assists metropolitan planning organization (MPOs) and local governments in developing, maintaining, and implementing transportation plans for urban areas of the State. Independently performs and manages studies for one or more urban/urbanized areas of the State and will act as lead worker for lower-level planners. Develops and manages multiple types of contracts, including planning services contracts. Acts as project manager and oversees consultants for transportation planning studies.

Job Requirements
MINIMUM QUALIFICATIONS
The selected candidate must meet the advertised minimum qualifications to include State Entry Qualifications as well as Agency Specific Qualifications.

Entry Qualifications:

  • Bachelor’s degree from an accredited college or university and three (3) years of experience in transportation-related work; or two (2) years of experience required at the lower-level Transport Planning 2 (TRP061) or position equivalent.

Agency Specific Qualifications:

  • Bachelor’s degree from an accredited college or university in one of the following fields: transportation planning, rural/urban planning, policy studies, public administration, business, or a closely related field.
  • Three (3) years of experience in transportation-related or planning work.
  • Possesses experience in the planning and analysis of transportation systems.
  • Demonstrated experience in performing and managing transportation studies.
  • Demonstrated experience performing and managing transportation studies that involve use and coordination of a consultant team.
  • Good organizational skills and ability to work independently with minimal supervision.
  • Demonstrated ability to foster relationships and collaboration between agencies and/or public.
  • Demonstrated ability to work with and manipulate databases.
  • Possesses excellent problem-solving skills with the ability to make sound, well-informed decisions.
  • Demonstrated experience recognizing opportunities to aid in the achievement of department goals and objectives, setting goals and determining the course of action to implement departmental visions and goals with appropriate timing and responsiveness.
  • Demonstrated experience interacting effectively with all levels of management within the organization.
  • Internal and external organizational awareness, including building and managing stakeholder relationships.
  • Possesses strong written and oral communication skills with the ability to express ideas and facts to groups and individuals effectively.
  • Possesses familiarity with related technological developments and be able to integrate new technology to manage and improve program effectiveness.

Agency Preferred Qualification:

  • Master’s degree from an accredited college or university in one of the following fields: transportation planning, rural/ urban planning, regional planning, urban studies, policy studies, geography, statistics, economics, or closely related field
  • Possesses leadership skills, with the ability to motivate and guide others toward accomplishment of office/department goals.
  • Two (2) years of experience working with stakeholders and the public conducting outreach activities and coordination
  • Three (3) years of experience in managing or working on highway and/or multimodal transportation planning related projects and/or studies.
  • Experience with roadway transportation related federal and state laws, rules, and regulations, able to successfully coordinate with federal, state, and local agencies.
  • One (1) year of experience in one or more of the following areas: Performance-based planning and programming, metropolitan planning organization activities (TIPs, UPWPs, LRTP/MTP, and Planning Studies), connected and autonomous vehicles, freight analysis, economic analysis, National Environmental Policy Act (NEPA) processes and resiliency
  • Possesses the demonstrated ability to identify and solve problems and apply innovative solutions to make organizational improvements.
  • Demonstrated ability to work with different teams internally and externally as well as independently.
  • Possesses experience in using Microsoft Office products, Adobe and/or Bluebeam as well as other technical applications for developing data and reports.

Good Employment Standing:
In accordance with the Interview and Selection Process (ISP), an applicant must have no active disciplinary actions to be in good employment standing. Actions that may disqualify an applicant include letters of reprimand (active for 12 months after issuance date); suspension without pay or disciplinary demotion (active for 12 months from the effective date); Performance Improvement Plans (PIP) and Leave Restriction Plans (active until 12 months after the date of conclusion). In addition, an employee must have an overall ePerformance rating score of three (3) or higher on their most current evaluation. Please note that Memorandums of Concern are not considered disqualifying factors. Human Resources may remove any employee from consideration for selection who is pending a disciplinary action; however, if the action is resolved in the employee’s favor, he or she will be allowed to compete.
