Description
Under the general direction of the Capital Improvement Plan Administrator, the Special Projects Manager is responsible for assisting with the financial, contractual, and administrative coordination of special projects within the City of Woodstock. This position will play a key supporting role in managing budgets, monitoring contracts, tracking project milestones, preparing reports, and ensuring compliance with funding and procurement requirements. The Special Projects Manager will help ensure projects are completed on time, within budget, and in alignment with City goals, policies, and strategic priorities.

- Assists the Capital Improvement Plan Administrator in monitoring project budgets, funding allocations, and expenditures.
- Reviews invoices, pay applications, and basic contract documents for accuracy and completeness.
- Tracks project-related expenses and helps prepare routine financial summaries and reports.
- Supports the annual budget process by gathering information and maintaining project financial records.
- Learns and applies City funding and procurement procedures to ensure compliance.
Project Coordination and Tracking
- Assists with tracking project milestones, schedules, and deliverables to ensure timely completion.
- Help coordinate project activities among City departments, consultants, and contractors.
- Maintains up-to-date project documentation, including meeting notes, reports, and correspondence.
- Assists in the preparation and distribution of project update reports for City Management and Mayor and Council.
Contract and Compliance Assistance
- Provides administrative support for contracts, bids, and procurement activities.
- Help ensure required documentation and reporting are completed accurately and filed properly.
- Maintains organized records for contracts, permits, change orders, and other project documents.
Administrative and Communication Support
- Assists in preparing presentations, correspondence, and materials for internal and external audiences.
- Provides general customer service by responding to inquiries and directing questions to appropriate staff.
- Assists with maintaining project-related information on the City website, newsletters, and other communication outlets.
General Duties
- Conducts research and gathers data to support project planning and reporting.
- Maintains organized electronic and paper files for assigned projects.
- Performs other duties as assigned in support of the CIP Administrator and City Manager’s Office.
Job Requirements
- Bachelor’s degree, or equivalent combination of education and experience, in Public Administration, Finance, Construction Management, Business Administration, or a related field is required.
- Minimum of three (3) years of experience in project management, construction administration, capital project coordination, or related work emphasizing budgeting and contract management.
Knowledge, Skills, and Abilities
- Knowledge of project management, contract administration, budgeting, procurement, and financial reporting practices.
- Skill in analyzing complex data, preparing reports, and making data-driven recommendations.
- Strong organizational skills and attention to detail with the ability to manage multiple priorities.
- Excellent written and verbal communication skills; ability to prepare clear and concise reports and presentations.
- Ability to establish and maintain effective working relationships with staff, contractors, consultants, and the public.

Salary Range
Starting Base Pay Rate: $51,049.62 annually; dependent on qualification
